Air Force relieves commander over sex scandal

AUSTIN, Texas (AP) ? A widening sex scandal at Lackland Air Force Base has led to the dismissal of the top commander who oversees basic training for every new American airman, officials said Friday.

Col. Glenn Palmer was commander of basic training for the 737th training group at the Texas base, where more than a dozen military instructors in the past year have been investigated or charged with sexually assaulting recruits. Officials familiar with the decision said Palmer has been relieved from those duties, speaking on condition of anonymity because the announcement was not yet public.

The officials said there was no indication Palmer was facing any criminal charges. In all, six instructors have been charged with offenses ranging from rape to adultery.

Investigators say more than three dozen female trainees have been victimized by male instructors at Lackland, where approximately 35,000 airmen graduate each year.

About one in five recruits are female, while most instructors are male. The most serious allegations involved an instructor sentenced to 20 years in prison last month after being convicted of raping one female recruit and sexually assaulting several others.

Before Staff Sgt. Luis Walker was sentenced in a military courtroom at Lackland, one of his alleged victims testified that the abuse left her shaken while deployed in Afghanistan and made her "a little bit more scared of everything."

The Air Force also was set Friday to announce that Col. Eric Axelbank, commander of the entire 37th Training Wing at Lackland, also would be changing command next month. Officials told AP that Axelbank's move was part of a normal change of command and was not related to the sex scandal.

Palmer's dismissal comes just months after the Air Force increased his profile as the allegations mounted. He invited reporters in June to a daylong tour of Lackland, offering a rare glimpse into the base's academy for military training instructors and making his top lieutenants available for questions. It was as intended to show the public that the Air Force had nothing to hide.

Palmer also began delivering a "neighborhood watch" speech to every new busload of recruits, telling them to immediately report sexual assaults or any hint of sexual harassment.

The first allegations began a year ago with those levied against Walker. As more trainees spoke up and the accusations became widespread, Lackland took the unusual step of halting training for an entire day in May to survey about 5,900 trainees. On a base that graduates a new class of airman every Friday for 50 of the 52 weeks in the year, Palmer called the training shut down so unprecedented that he didn't even know whether it was possible.

Palmer isn't the first Lackland commander removed since the scandal unfolded. Axelbank in June relieved Col. Mike Paquette, commander of the 331st Training Squadron, for what a military attorney described as a loss of confidence in Paquette's leadership.

Lackland has about 475 military training instructors, who are the Air Force equivalent of Army drill sergeants and are assigned to turn raw recruits into airman over the course of eight weeks. More than three dozen instructors ? including those facing criminal charges ? have been removed from Lackland in the past year, but the Air Force says the majority of those dismissals were unrelated to the sex accusations.

WHO official: Ebola under control in Uganda

KAMPALA, Uganda (AP) ? Doctors were slow to respond to an outbreak of Ebola in Uganda because symptoms weren't always typical, but a World Health Organization official said Friday that authorities are halting the spread of the deadly disease.

Joaquim Saweka, the WHO representative in Uganda, told reporters in the capital Kampala that everyone known to have had contact with Ebola victims has been isolated. Ugandan health officials have created an "Ebola contact list" with names of people who had even the slightest contact with those who contracted Ebola. The list now bears 176 names.

"The structure put in place is more than adequate," Saweka said. "We are isolating the suspected or confirmed cases."

Ebola was confirmed in Uganda on July 28, several days after villagers were dying in a remote corner of western Uganda. Ugandan officials were slow to investigate possible Ebola because the victims did not show the usual symptoms, such as coughing blood. At least 16 Ugandans have died of the disease.

Delays in confirming Ebola allowed the disease to spread to more villages deep in the western district of Kibaale, Ugandan President Yoweri Museveni said.

"The doctors in Kibaale say the symptoms were a bit atypical of Ebola," Museveni said in a national address Monday. "They were not clearly like Ebola symptoms. Because of that delay, the sickness spread to another village."

Saweka said that organizations such as Doctors Without Borders and the U.S. Centers for Disease Control and Prevention are helping Ugandan officials to control the spread of Ebola.

This is the fourth outbreak of Ebola in Uganda since 2000, when the disease killed 224 people and left hundreds more traumatized in northern Uganda.

Ebola is highly infectious and kills quickly. The disease was first reported in 1976 in Congo and is named for the river where it was recognized, according to the CDC.

The aid group Doctors Without Borders said in a statement on Wednesday that the first victim of the Ebola outbreak was a 3-month-old girl and that of the 65 people who attended her funeral, 15 later contracted the deadly disease.

Funerals in Uganda are typically elaborate affairs that draw huge crowds. Health officials have now taken on the task of safely burying the bodies of Ebola victims, Saweka said.

Some Iranians seized in Syria are retired Guards: Salehi

DUBAI (Reuters) - Iran's foreign minister said some of the Iranians kidnapped by Syrian rebels last week are retired soldiers or Revolutionary Guards, Iranian media reported on Wednesday.

"Some of these beloved ones were on IRGC (Islamic Revolutionary Guard Corps) and military pensions ... and others were from other different departments," Ali Akbar Salehi said, according to Iran's student news agency ISNA. He denied they now had any military connection.

Syrian rebels said they kidnapped a busload of 48 Iranians on Saturday on suspicion of being military personnel. Tehran has said they were pilgrims visiting a Shi'ite shrine in Damascus.

Iran has steadfastly supported its ally Syrian President Bashar al-Assad in his attempts to crush opposition to his rule.

Salehi's comments were published after he visited Tuesday to Turkey to ask Ankara to use its links with Syria rebels to secure the Iranians' release.

Salehi said retired government employees from a number of agencies had signed up to make pilgrimages to Damascus after recent fighting in the Syrian capital had subsided.

"After some time in which pilgrims from Iran were not being dispatched to Syria...we took steps to send retired forces from various organizations," Iran's state news agency IRNA quoted Salehi as saying.

"Some retired individuals from the Guards and army were dispatched to Syria to make a pilgrimage."

'Paparazzi on Mars' snap Curiosity parachuting

Victoria Jaggard, physical science news editor

(Images: NASA/JPL/University of Arizona)

Thousands of humans weren't the only ones with eyes trained on NASA's newest Mars rover last night: one of the robot's orbiting relatives captured this lucky shot as Curiosity descended onto the Red Planet.

The HiRISE camera aboard NASA's Mars Reconnaissance Orbiter was in position to observe Curiosity as it plunged through the Martian atmosphere during its harrowing Entry, Descent and Landing phase, also called the "7 minutes of terror".

Seen about a minute before touchdown, Curiosity is still tucked into its backshell, part of the larger spacecraft that encased the rover during its roughly eight-month trek from Earth to Mars.

The craft is attached to its 16-metre-wide supersonic parachute, which slowed Curiosity's descent speed from 400 metres per second to 80 metres per second in less than 2 minutes.

A closer cut-out view of the spacecraft and its chute (above left) was processed to avoid saturation, presenting better detail.

Shortly after this picture was taken, Curiosity let go of the backshell and fired up its retrorockets, beginning a powered descent that would end in the innovative but risky Sky Crane manoevure, with the rover being lowered on cables to land wheels first near a Martian mountain.

This isn't the first time HiRISE has watched over a new arrival on Mars. In May 2008 the orbiting camera spied NASA's Phoenix lander parachuting toward the Red Planet's north polar region.

The angle of that shot made it seem as if Phoenix was headed into a large crater, although it actually touched down on smooth plains about 20 kilometres from the crater rim.

HiRISE has also taken portraits of its predecessors, including the defunct rover Spirit and its still-operational twin, Opportunity.

"Guess you could consider us the closest thing to paparazzi on Mars," HiRISE team member Sarah Milkovich, of the Jet Propulsion Laboratory in Pasadena, California, said in a NASA statement.

Still, getting a bead on Curiosity during its descent was not guaranteed. The HiRISE team had just one chance to get an image as Curiosity passed through the orbiter's field of view.

"If HiRISE took the image one second before or one second after, we probably would be looking at an empty Martian landscape," says Milkovich.
