GovGuam Health Insurance Negotiations Suspended Following ...

Guam - Following last week's protest filed by TakeCare Insurance over the manner in which the negotiations for the GovGuam Health Insurance contract have been handled, Governor Calvo's Chief of Staff, Frank Arriola confirmed that? those negotiations have been suspended, until the procurement protest has been resolved.

The suspension of? procurement negotiations is required by law following a protest.

"Pursuant to Guam's procurement laws, the negotiations over the Government's health insurance contract have been stayed with all parties due to the protest filed by an insurance provider.? We will work to ensure there is no interruption in health insurance for the thousands of GovGuam employees and retirees covered by this plan."

TakeCare filed the protest after initially being informed by DOA that they had been chosen as one of the final 3 companies to participate in the negotiations for the $70-million dollar contract to insure GovGuam employees.

But the day those negotiations were scheduled to begin, Assistant Attorney General John Weisenberger told TakeCare the negotiations were cancelled.? And later TakeCare was informed some of their responses to the RFP were non-responsive. TakeCare was moved down to 4th place on the bidding list and out of the negotiation round.
